B.SC, HND DICHOTOMY DIVIDES THE SENATE
The argument came up when the bill to repeal Federal Roads Maintenance Agency Act 2017 and to Re-enact Federal Roads Authority Bill (FRA) 2017 was being debated.
The bill recommends Bachelors of Science (B.Sc) degree or Higher National Diploma ( HND) certificate equivalent with COREN membership as compulsory qualification for headship of the proposed agency.
But in a swift reaction to the bill, a lawmaker from PDP, Edo Central, Senator Clifford Ordia said that the recommendation had equated holder of B.Sc to HND, adding that such clause should be removed.
His argument was quickly rebuffed by Senator Kabiru Marafa (APC, Zamfara Central) who argued that it would be discriminatory to accept his colleague’s plea.
He said that the issue of B.Sc/HND rivalry had been over flogged at the National Assembly and should not be the bone of contention now because both qualifications are competent to occupy higher position.
However, Ordia buttressed his point, saying that B.Sc holders are engineers while their HND counterparts are referred to as technologists.
While the argument continued and lawmakers began to align themselves to the qualifications they had, the President of the Senate, Bukola Saraki doused the tension as he postponed the debate.
It was unanimously resolved that Senator Kabiru Gaya’s Committee on Works go back to correct the grey areas.
Following the disagreement among senators, the Senate deferred the bill till next week for further legislative action.
